$239 for a fucking ticket!! I pulled over in front of Samurai Pie to pick up Jackson from work. In 2 seconds flat a cop came a wrote me a ticket. This is what the ticket that just came in the mail states: I am in violation of 22400A. I just looked up the violation and this is the definition;
22400. (a) No person shall drive upon a highway at such a slow
speed as to impede or block the normal and reasonable movement of
traffic unless the reduced speed is necessary for safe operation,
because of a grade, or in compliance with law.
No person shall bring a vehicle to a complete stop upon a highway
so as to impede or block the normal and reasonable movement of
traffic unless the stop is necessary for safe operation or in
compliance with law.
(b) Whenever the Department of Transportation determines on the
basis of an engineering and traffic survey that slow speeds on any
part of a state highway consistently impede the normal and reasonable
movement of traffic, the department may determine and declare a
minimum speed limit below which no person shall drive a vehicle,
except when necessary for safe operation or in compliance with law,
when appropriate signs giving notice thereof are erected along the
part of the highway for which a minimum speed limit is established.
Subdivision (b) of this section shall apply only to vehicles
subject to registration.
What is the definition of a ” highway” ? I may fight this. Bullshit. No idea how the bars did. Wished San Diego did better during comicon but we really did our normal numbers. I was expecting mardi gras numbers.

I was going to say check the definition of authority of the road you parked in, state or local. But Dave seems to have plugged that. If it happened as quickly as you say, I dare say you got hit by a cop looking to make up his points.

As much as I agree with you that our Government is becoming ever burdensome on our lives, I think you are screwed. Here is the legal definition in the code. 8308. "Street" and "highway" include all or part of, or any right in, a state highway or other public highway, road, street, avenue, alley, lane, driveway, place, court, trail, or other public right-of-way or easement, or purported public street or highway, and rights connected therewith, including, but not limited to, restrictions of access or abutters' rights, sloping easements, or other incidents to a street or highway.
